Minutes of the Extraordinary meeting of Hundleby Parish Council held in the Parish Rooms
on Tuesday 10th May 2022 at 7pm

- The Chairman welcomed cllrs and members of the public to the meeting and introduced Janet Clark who is the YMCA Lincs Senior Rural Officer and Village Hall Advisor. The Chairman gave the background to the formation of the Working Party and outlined the results of the initial Parish Rooms survey.
- To consider and approve any apologies of absence
Apologies were received from Cllr Amaral, Emma Morris and Ben Sharpe.
- To declare pecuniary interests for any items on the agenda
No interests were declared.
- Open Forum
There were no comments or queries in the open forum.
- To receive information from Janet Clark concerning the Parish Rooms refurbishment
Janet gave an overview of what information potential grant funders would require. The importance of gathering information about the existing and potential hirers of the hall. To possibly try some of the suggested activities in the hall to see if there was demand. Voluntary help to run/maintain the hall helps demonstrate the importance of the hall to the community. To consider the Unique Selling Point of the hall. It is useful to have letters of support from the community.
Applying for grant funding is very competitive and funding options have decreased. The Lottery run a Reaching Communities Fund, FCC fund if within 10 miles of a waste disposal site, Lincs Community Foundation produce a funding matrix and the Council for Voluntary Services provide funding information. The YMCA could be a ‘critical friend’ providing help for any funding application.
Janet also suggested considering a Public Works Loan which have a fixed interest rate over a long repayment period.
The next stage would be to undertaker a feasibility study of the options (which range from maintaining the hall as existing to a new build project). Janet offered to look into feasibility study costs and provide a list of architects etc. Contacting other Village Halls who have recently refurbished or extended etc would be beneficial.
It was recommended that the hall be registered with the Land Registry.
